On August 15, 1969, the Governor and Cabinet chose Colonel H. Governor Claude Kirk merged the Department of Motor Vehicles and the Department of Public Safety in 1969 to form the Department of Highway Safety and Motor Vehicles. In 1946, along with the publishing of the first Florida Examiner’s Manual, the first comprehensive driver’s license examination program was devised. The Secretary of State required owners to pay $2 to register their vehicle, and the registration certificate had to be kept with the vehicle.Īll candidates for a first driver’s license had to pass a vision, road sign, road rules, and driving exam by 1941, thanks to new legislation. The statute required car owners to register their vehicles, install safety equipment, and follow some basic driving guidelines. In 1905, the state House of Representatives passed a measure that set the foundation for today’s safety and traffic legislation. When automobiles first debuted in Florida in the early 1900s, there were no rules limiting their use on public roads.
